Course in Oil Spill Response Command and Control (C2)
The Course in Oil Spill Response Command and Control is specific in that it trains people to respond appropriately to tier 1 and 2 spills in the critical first hours of a response. It is specifically targeted at people who are likely to be in charge or perform in those emergency stages of a response.
Attendees
Industry or government individuals who could be required to fulfil the role of the Incident Controller in marine oil spill incidents.
Entry Requirements
Completion of the Course in Oil Spill Response Management
OR demonstrated experience in a senior management position involving high level decision making
OR extensive coordination experience in an oil spill response.
Course Aim
To train and qualify personnel for appointment as Oil Spill Incident Controllers
Learning Outcomes (i)
- Establish and communicate oil spill response objectives
- Develop appropriate oil spill response strategies taking account of socio- economic, environmental and insurance considerations
- Lead a multi-agency oil spill management team to develop and implement ongoing response
- Monitor and evaluate the effectiveness of oil spill response strategies and implement alternate strategies if necessary
- Communicate technical details of an oil spill response to stakeholders including government and media
- Make decisions under pressure of changing situations and timeframes
Vocational Outcomes
Leader/Manager (Incident Controller) of an oil spill response interagency team in an ICC
Course Content and Qualification
This subject achieves the following national unit of competency (ii) PMAOMIR444B Develop incident containment tactics.
- Leading the oil spill response planning process
- Setting response objectives
- Providing direction to the IMT and ensuring a functional ICC
- Interpreting information provided by incident management team (IMT) to develop appropriate response strategies
- Evaluating various response strategies based on their advantages and disadvantages as well as on safety, practicality and suitability
- Justifying chosen response strategies and adapting them to changing circumstances
- Working under pressure to achieve results
- Applying legal and policy requirements including notifying according to agreements
- Identifying range of external stakeholders and developing effective communication strategies with them
- Work with other senior management from external agencies
- Overseeing record keeping, resource tracking and cost of response
- Liaising with insurance and compensation company about cost recovery and liabilities
i The learning outcomes on this course also include those in the Course in "An Introduction to Oil Spills."
ii The AMOSC suite of courses is currently submitted to the ACT accreditation council for review and approval. AMOSC runs all of its courses to the guideline set out by the AQTF and will offer all students RPL if they attend a course prior to its accreditation.
