Nick Quinn

AMOSC General Manager


Nick Quinn joined the Australian Marine Oil Spill Centre in August 2010 after a 6 year term with Maritime New Zealand as the Group Manager, Marine Pollution Response Services and after a 22 year career in the New Zealand Navy. 

During his time in the navy, Nick qualified as a bridge watch keeper, ship commander and Mine Clearance Diving Officer and spent 14 years in the naval diving group focusing on explosives operations, demolitions and salvage diving.  He was also involved in riverine operations in Cambodia, had a secondment to the Royal Malaysian Navy, spent service time with the Royal Australian Navy, Royal Navy and United States Navy and commanded several New Zealand ships.  He completed his career in the rank of Commander and as the Director of the New Zealand Defence Geospatial service.

While employed at Maritime New Zealand, Nick chaired the OPRC-HNS Technical Group at the International Maritime Organisation and was one of five National On Scene Commanders. 

Nick is now the General Manager of AMOSC's team involved with responding to Australia-wide marine oil spills.

Tom Budd

Senior Officer - Engineering


Tom joined AMOSC in September 1995 after 4 years as research and development technician and six years with the Victorian Department of Conservation and Natural Resources as Technical Officer and Marine Engineer.

Tom’s roles and responsibilities in an oil spill response are mobilisation, deployment and supervision of operations, as part of an on-scene response organisation, providing technical assistance as required to AMOSC member companies.

In the preparedness area, execution and supervision of the planned maintenance of AMOSC plant and equipment, development of policies, and the identification and implementation of capital and development requirements.

Tom also leads training courses and contributes to the development of training workshops, supervision of field exercises. 

Tom is an accredited Cert.IV workplace trainer/assessor.

Dale Jolly

Senior Technical Officer


Dale Jolly joined the Australian Marine Oil Spill Centre (AMOSC) in 2002 after spending most of his career as a qualified diesel mechanic.  Dale has worked in a wide variety of areas including six years in the oil field industry based in Australia and also Papua New Guinea.

Dale’s responsibilities in an oil spill response include the mobilisation and deployment of equipment and the supervision of operations, as part of an on-scene response organisation, providing technical assistance as required. Dale is responsible for the management of the AMOSC plant and equipment maintenance program. This includes equipment repairs and modifications and the development of up to date stockpiles. 

 In the training arena Dale assists with the development of training workshops, preparation and delivery of course material as well as the planning and supervision of field exercises. Dale is an accredited Cert IV trainer and assessor and forms part of the training team here at AMOSC.

He has attended numerous oil spill incidents around Australia during his tenure with AMOSC and most recently responded to a marine incident in New Zealand. He is an active member of the National Response Team and forms part of the AMOSC 24hr/365 days on call team prepared to respond.

Emily Webb

Administration Officer


Educated in Police studies, Emily moved into the logistics field where she worked as an import/export coordinator for 5 years. This role saw Emily dealing with a multitude if clients, organisations, departments & companies- both domestic & international.

After this time, Emily then worked for a freight company improving on their structure, creating policies & procedures, introduced & trained the company in mass management whilst testing and rolling out a new software system. During this time Emily completed her diploma in Logistics.

Emily started with AMOSC in November 2011 and has her Cert IV in training and assessment.

Jessica Smith

Technical Officer/ Marine Scientist


Jessica joined AMOSC in February 2011 as a Marine Scientist with a Bachelor of Science (Marine Biology/Zoology) and Master of Science (Marine Science) from the University of Melbourne.

Jessica has completed a Spill Response Specialist training program through Oil Spill Response Ltd (Southampton, UK) and has taken part in oil spill incidents, spill response training and exercises in the UK, NZ and Australia.

Jessica is involved in both operations and preparedness within AMOSC, her responsibilities include; auditing of members preparedness for oil spill response; preparation and review of oil spill contingency plans and the coordination and facilitation of AMOSC training courses. Jessica is an AMOSC Duty Officer, providing practical support and technical advice in oil spill response matters.

Jessica is an accredited Cert.IV workplace trainer/assessor.

Paul Manestar

Business Administration Officer


Completed a Bachelor of Science (Computing and Mathematics) in 1997; Since then he has spent 16 years in the computing industry, with the last 3 years being spent as AMOSC’s Business Support Technician working for Barwon Computers.

Paul has worked many of Geelong’s companies gaining experience in business administration and Information technology including Godfrey Hirst, Breeze Software, Radiant Systems, Technology Assistance Group, and Barwon Computers. 

Paul started with AMOSC in April 2011, and has completed all training offered by AMOSC. Paul’s wealth of knowledge in computing systems and programming has helped AMOSC build a Maintenance Scheduling and Asset Register database to help them look after their vast stockpile of equipment.

Paul is an accredited Cert.IV workplace trainer/assessor.

Phill Starkins

Manager Preparedness


Phillip joined the Australian Marine Oil Spill Centre in January 2012, after spending four years working in the Victorian State Government, Department Transport and six years working in the Australian Government, Office of Transport Security and the Department of Transport and Regional Services.

Phillip’s most recent role before joining AMOSC was as the Manager Marine Pollution, (Victorian State Government) where he was charged with ensuring that the State Government effectively managed the risk of marine pollution. This included managing a multi-million dollar budget, delivering pollution response projects, representing Victoria on national committees and managing a number of specialised staff. Other public sector roles included as the A/g Director Operational Delivery Security & Emergency Management, Principle Security Risk Advisor (Victorian State Government), Senior Policy Officer, and Victorian Team Leader (Office of Transport Security).

Phillip comes to AMOSC with a Bachelor of Arts, Master of International Relations (Monash University), and a Master of Public Policy & Management (University of Melbourne).  Phillip’s competencies include as a trained incident controller (level three), exercise management, business continuity and oil spill incident response. He has extensive experience managing emergency risk management.

As Manager Preparedness, Phillip’s role at AMOSC is to oversee day-to-day operations; delivery of the centre’s training and capability building programs; advice, exercise and risk management services; and strategically position AMOSC to meet the future needs of its members.

Neil Rowarth

Technical Adviser


Neil joined AMOSC in November 2011 as Technical Adviser.  His career has been varied to date, ranging from non-destructive metal testing in Queensland to captain of a live aboard dive boat in the Pacific.  Over this time he has gained computing, maritime and engineering qualifications. 

After finishing university Neil spent eight years at sea on both power driven vessels and square rig sailing vessels before joining the Auckland Harbour Master’s team.  Oil spill response and planning was one of his key responsibilities, although one of the highlights of this period was involvement in spectator management and safety during the successful 2000 Americas Cup challenge. In 2000 he joined Maritime New Zealand’s Marine Pollution team in the planning section before taking on the Operations Manger role in 2002. 

During his eleven years with Maritime New Zealand, Neil was actively involved in all areas of marine pollution response, including planning, training and exercising.  He also managed several significant projects including the building of three oil recovery vessels and the implementation of an Incident Management System for oil spill response.  As well as attending oil spill incidents in New Zealand, he and has gained considerable experience attending oil spills overseas, including Australia, Samoa and most recently the Deepwater Horizon blowout in the Gulf of Mexico.

This range of experience led to his appointment in 2008 to alternate National On Scene Commander for oil spill response in New Zealand.

Neil is an accredited Cert.IV workplace trainer/assessor.
